The server is hosted in Seattle Washington, playing from California will get you somewhat higher lag then if you were playing from Washington. 40-50ms isn't that bad, it's what I usually get playing on the server, I have a dsl and live closer to the server.

One thing you can try is typing rate 30000 in the console, it's might be possible that your rate is too low, which can cause extra lag. You can also type net_graph 3 in the console to see what kind of fps you get in game, SC4 is a bit more cpu intensive then the previous versions, mainly from the particle system being completely cpu based, it's not really accelerated by your gfx card.

Something above 30 fps in fight areas, on my ~4.5-5 year old pc with a amd 64 3500+ it can drop down into the 20's in fight areas for me. If you have low fps, it can really be "fixed" by upgrading to a faster cpu(as HL is majorly cpu bound.), another way you can reduce the severity of fps drops would be to reduce the allowed particle count, which can be done in the advance options in the config.

You could do a this in the command prompt and see were the ping jumps the most in the route(you don't have to post the output from it here.). It's most likely at the hop going from California to Seattle. It's normal that the ping doesn't show up for the 2 hopes closest to the server as those 2 routers don't allow pinging.

Most people would say anything under 30fps is low, it starts to get harder to aim properly in fps games once the fps starts to drop below 30, playing crysis at 15-20fps would make an easy difficulty setting game feel like it was on medium or hard. Also for most, a "smooth" fps would be at at least 40fps or above, really only someone that is used to playing with fps lower then that would consider it smooth under 30-40fps.
