If you have a CD in your drive, it will play the first track when loading/downloading - I struggled for days to figure out why I was getting music all of a sudden and found out my back-up CDROM started working again intermittently...

Otherwise, I believe a server can be set up to play a certain song, but then it would also have to be downloaded before you'd actually hear it.

I think its a glitch from the GoldSRC engine update, it never happened to me before the update. Coinsidence maybe, but its always nice to blame someone when they fucked up

its a thing from Quake
valve lisenced quake's game engine
the game had this feature that plays cd music while ingame
if you have a cd copy of quake 1 and 2
you can pop it in ur cd player and listen to the game music
track 1 is the data files and is a 70 min long muted track that can be ingored

I do hear hl music on some maps when I connect, not really sure how that's done, maybe a config option in the map properties when your making the map in hammer.
